"The official beginning of Stuchka town dates by the decision of the Ministry for Electrification of the USSR from the December 29, 1960, which ordered the construction of Plavinas Hydro-electric power plant on Daugava River and town besides. Stuchka is the only town in the latest history of Latvia which has been established completely on the empty place and for definite purpose: to provide housing for employed in the power plant."
